Helper module improvements

Alright, so in dealing with the new Guest Zone curation, there are some things Butters and I would like added to ~~GateKeeper~~ Helper module:

• The ability in /helpers to distinguish between Full Helpers and Trial Helpers, due to the new responsibilities of both
  • This would mean adding a /helper -a/-r [name] for Full and Trial Helpers (preferably like LS, where color coding/formatting automatically updates with the promotion)
• The ability to close a ticket without accepting the ticket (and thus adding to the number of reviews the Guest has had in /wlreview -h [name]). This comes up sometimes where a guest accidentally opens one too early or whatever.
• Add a command to broadcast a message to the /helper list, so Butters and I can speak to them similarly to //Helpop or //bcast.
  • What would be better (if possible) is, if a helper in the list is offline, sending the same message through /vmail
• Being able to see which Helper gave the last review in /wlreview -h [name]
• And in the noticeboard (/nb) being able to add a notice in there, for jobs that need to be done around The Guest Zone (e.g. The DeepSpace showroom needs updating)
