Just to contribute my two cents here: I, again, now get notifications after clearing storage/cache and logging back in. I'll make sure to come back if it breaks again; happy...
It's still happening periodically, sadly. My workaround at this point is just to clear data whenever I notice I missed a notification and re-log.
