As a stakeholder, I need to be able to reference specific versions of the schema in order to have consistent expectations for my system.

As a stakeholder I need to understand if a new version is backwards compatible or not.

As a maintainer, I'd like to have a defined process and schema for versioning such that everyone has a consistent understanding of what commits represent which versions, differences between versions are obvious, and there is a consistent and known process for getting to a version within the stakeholder community.
