Lock / unlock user account

Is your feature request related to a problem? Please describe. Users that violated against term of service should be temporarily banned, without deleting their user account. It would also help with deprovisioning, as a step before finally deleting the user account.

Describe the solution you'd like Admins are able to lock a user account. Users cannot login while their account is locked. Admins are able to un-lock a user account.
