Blacklist not working

Blacklist simply doesnt work, it still lets me spawn those items in, I asked around everywhere and noone knows why. I did a few ids to test and it looks like this: "GiveItemBlacklist": [45000,45001,45002], Please help 🙏 I can't finish my server without this and I haven't found another plugin that can do it where people can still pick up the stuff but not spawn it in. Note: I am testing it with bluehammer off, so it's not that.
