Publishing exempla can be more inclusive of multiple languages

Council VF2F 2020-10-24: In relation to https://github.com/TEIC/TEI/issues/1933 , we should experiment with modifying the way Guidelines are published so they agnostically include all examples, and/or modify the mechanism by which some exempla are suppressed. We thought this would be a good Stylesheets group activity.
