TEI to Cocoa conversion produces invalid TEI from test files

The Cocoa-to-TEI conversion which processes cocoatest.txt and cocoatest2.txt produces invalid TEI. To generate the results, cd Stylesheets/Test, and run make test-cocoa, then look at cocoatest1.xml and cocoatest2.xml. Results are also on Jenkins here:

Fixed a couple of issues in commit 982b357. What remains is encapsulating drama speeches in <sp> tags.

@martindholmes This is an ancient ticket that resurfaced in a review of ancient tickets earlier this year... I wonder if it's essentially concluded now, or if there's more to be done?
