Add a show all/collapse all button for students on their submission page.

Description of feature/enhancement
A button to show or collapse all responses for students on their form submission page.
Justification
If a student comes back to the submission page, they can choose to collapse all to easily see which questions are unanswered. Once a student submits all the questions, they can collapse all to quickly check if all tabs are green.
Existing similar features and their shortcomings
This feature exists in the edit feedback session page for instructors, and I think it could be added for students too.
PS: I originally planned on taking this feature enhancement which was fully implemented, but never got around to fixing my snapshot error. See my PR #13203 for details.
Hi @JoseG2003-g, my PR for this issue essentially has the feature fully implemented. However, it only does not pass e2e testing (on firefox unstable specifically). Feel free to either help my PR out with that or if you have a better implementation in the works, that's cool with me as well if you want to create your own solution.
On a side note, I may attempt to further debug my PR in the coming days if I have the time so it could get resolved.
