Data Migration: feedback session timestamps

Data migration initiated by issues #9168, #11371, #8787, #11626, #11728.

Existing problems with legacy feedback session timestamps:

• Some are still in the form of XX:59 instead of the YY:00 version
• Some are in distant past or in distant future due to multitude of reasons, including improper/missing validation

Migration steps:

• [x] Merged code that work for both the old and new versions of the data schema. (not applicable)
• [x] Released a version containing the above. (not applicable)
• [ ] Created a client script to migrate all data following the old schema to the new schema in PR #.
• [ ] Ran the script against the live site.
• [x] Removed the code that is specifically tailored for the old data schema. (not applicable)

XX 58 have some bugs because XX 59 is connected to the 58th one so make sure to look out for the bugs in that before proceeding to YY part
