Instructor creating course: 'Institute' drop-down is empty if there are no active courses

A user encountered a problem when creating a course.

It looked like a caching issue (the institute field is missing from the form), but during the troubleshooting, I realized that the 'Institute' dropdown will be empty if the user has no active courses (he had archived courses and a course in the recycle bin though). The dropdown got populated after I restored the deleted course. I'm waiting to see if that fixed his problem. In the meantime, we can look into if this a bug in the current code.
