Issue: Steam application popping up alongside game

I used to be able to go to the account switcher in the taskbar, switch my Steam account, and have the "Automatically start Steam on account switch" setting disabled. This made it so that when starting up a game, the Steam application wouldn't pop up along with the game. Ever since the new Steam UI update a few days ago, the Steam application and the friend list would pop up whenever I start up a game. I have the exact same settings as I did before.
