Runtime Installer opens everytime I restart my PC, instead of actual account switcher

When I restart my pc, I set the app to open automatically, and instead of account switcher it always opens this cmd window asking me to install something. I've installed the required plugin more than 10 times already, but still, everytime I restart my PC it always asks for it to get installed. Any fix for that? _First_Run_Installer_LkUj2pc5CO
