Keyboard Doesn't Open On Swipe When There Aren't Enough List Items to Scroll

Description

If there aren't enough items in the main list to allow scrolling, then swiping up on the list area fails to bring up the keyboard.

Steps to Reproduce

One way to reproduce the behavior:

1. Go to History
2. Remove entries until scrolling is no longer possible
3. Swipe up from list areas
4. Nothing happens

Expected behavior

Swiping up should activate the soft keyboard whether there are enough items to initiate scrolling or not, as long as you are at, or hit, the bottom of the list when swiping
