ion.PatchesToDIDDocument has unused param

The first param is not used on the function https://github.com/TBD54566975/ssi-sdk/blob/8db407fb064ae66805cd2c3aa0ee069b97ef5de4/did/ion/did.go#L112

We should remove it. Additionally, it should be made clear that it can be long/short form DIDs, as it should be up to the caller to decide.
