Button for wiki TOC

It's quite frequent to have to add table of contents to a wiki page, because once we have several chapters we want to be able to jump (and link, for docs) to them. But I always have to remember the syntax, and looking it up is not pleasant every time. If we had a button for such a good thing (like we already do for other common wiki things like tags), things would get much smoother for me (and hopefully other editors).

Since it doesn't involve linebreaks, it should also be easy to add.
