Subor Mouse Input doesn't work correctly

Describe the bug When using the Subor Mouse, you can only move the cursor down. Other directions do not work.

To Reproduce Steps to reproduce the behavior:

1. Set Port 1 Input Type to the Subor Mouse
2. Open the ROM for SuborWin 2000 (I'm not aware of any other games that use the Subor Mouse and Keyboard)
3. Move the mouse

Expected behavior I expect for the cursor to move left when my mouse moves left, up when i go up, etc.

(please complete the following information):

• OS and Version: Windows 10
• Version of FCEUX used: non-QT, I did not see an option for the Subor Mouse and Keyboard in the QT build
