[Windows] Window size is scaled up by the gpu scaling factor

@rogerman Seems like there's still some issues with window scaling after your recent changes. If you have gpu scaling above 1x, launch a game, and then select one of the window size options while a game is running it will scale the window up by the gpu scaling factor.
