I was unable to get this working in Bizhawk 2.9.1 as well and received this error.

Attempted MAME files from version 0.262. and 0.193 both failed. CasualPokePlayer had mentioned that Bizhawk internally is using something like .0252 so could be a version mismatch. XML file:

Which version of the romset are you using? I can't load this game in mame 0.253.
