[MAME] Top Speed/Full Throttle - You can Accelerate but you cant steer

Summary

In Top Speed/Full Throttle, the accelerator and brake works fine but steering left and right doesnt work. Works fine in the original MAME

Repro

1. Load up topspeed or fullthrl (Needs to be loaded with the parent topspeed)
2. Start the game or go in the service mode.
3. Try steering left or right, doesn't work, you can still accelerate and brake.
