Movie importing requires a rom to be loaded

It's currently not possible to import movies without having a rom loaded, because the Movie menu item is grayed out in the null emulator (drag+drop doesn't work either, it prompts to open a rom). This feels like an unnecessary restriction as the movie import process doesn't rely on the loaded core.
