Update Microsoft URL

Describe the bug When invoking the web request within the "Test-MicrosoftIP" function the URL currently listed is deprecated. Need to update according to https://learn.microsoft.com/en-us/microsoft-365/enterprise/urls-and-ip-address-ranges?view=o365-worldwide Need to add Government IP to this function

Expected behavior Microsoft IPs should be resolved

Additional context Update the documentation to explain the use of the "System.Net.IPNetwork" DLL. Needs clarity on its use.
