App Commit Message Lint check doesn't run with PR, although integration is complete

In the WIKI description for 2.2.1

If the app is not configured and the config.yml file is not provided, the app will mark the check as success but the message will show that the file is not configured.

Problem Please either correct WIKI or fix it. App doesn't run if there is no file .github/config.yml.
