[BOUNTY $100] Support for dynamic parallelism

Opencl (and CUDA) support dynamic parallelism. It would be nice to be able to use this on the java side as well

@CC007 I think this would be a great enhancement. We just got some funding I can start spending on the aprapi project. If i put up a bounty for this feature would you have any interest in implementing it?
