Encoder usage not available on 4090

Hi All,

Thanks for the excellent tools! I recently upgraded from the 3x series to a 4090 card for better performance. While using the card for transcoding work, I found out that nvtop cannot read the encoder rate on 4090, while it was working well on 3090.

As a user. I've also noticed this. not sure if there is an easy fix.
