Can't compile under Windows

I have tried to compile it on Windows but it seems it only can be compiled under Linux:

"gcc" is not recognized as an internal or external program.

Can't find specified path. /usr/lib/x86_64-linux-gnu/qt5/bin/qmake -o Makefile libpsvr.pro

Any ideas on how to get it to compile?
