Add a guided UI tour

To help onboard new users, I'd like to have a guided UI tour.

Slack does this well, for instance

There are already some react components that support this, e.g. https://reactour.js.org/

This would greatly help new users get started.

It could show the different sections in renku, like projects, datasets and how to start a new environment.
