Make a common action for testing charts

This should eventually go in https://github.com/SwissDataScienceCenter/renku-actions but I'm adding it here for visibility - currently we're using Helm 2 in a few places for testing the charts - this should be replaced with Helm 3 and this action should be refactored everywhere to use a common action for maintainability.
