Dynamically generate schemas

Currently the schemas are only built once at startup.

We should rebuild the schemas dynamically when datasets and/or their supporting vocabularies are changed; this way we can keep in sync with data updates/changes.

To help do this we should probably do so by checking for dcterms:modified etc times on schemas/datasets, and triggering rebuilds on change.
