Ordering of dimension values

We should ensure we always return dimension values sorted, they should be first sorted by ui:sortPriority if there is one, and if not by their label in ascending/alphabetical order.

We need not provide options for alternating the sort order on dimension values at this stage, as they are small in number and easily resortable by clients.
