I would suggest adding the characters in the range 1DC4-1DC9 (http://en.wikipedia.org/wiki/Combining_Diacritical_Marks_Supplement). These are needed to represent contour tones in the IPA alphabet (cf. http://upload.wikimedia.org/wikipedia/commons/1/15/IPA_chart_2005.png).
