COMMAND: warn when overwriting files on COPY

A user requested that COMMAND warns when COPY is going to overwrite a file while copying.

Current SvarCOM behavior is consistent with MS-DOS 5.x and 6.0. The copy-overwrite warning appeared in MS-DOS 6.2. Not a priority but I agree it would be nice to have it.

I realized only now that this issue is probably about the COMMAND from EDR-DOS, not SvarCOM. I made a mirror issue for SvarCOM at https://github.com/SvarDOS/bugz/issues/165
