Scrolling on touch screen PCs bahaves abnormally

Content scrolls along with finger dragging.

Actual

Scrolling halts after a short distance or completely unresponsive to finger dragging at all.

Steps to reproduce

On a computer with touch screen, use the finger to scroll downwards.

Environ: Device: Surface Pro 3

Windows 10 Chrome 58.0.3029.96

Scrolling halts.

Windows 10 Edge

Unresponsive to finger dragging.

Linux Chrome 57.0.2987.133

Scrolling halts.
