Allow non-retriggering on new instrument (?)

Q from Sylvie (zlago): is there any point for a driver to allow for not retriggering a note? A: It's useful for hammer-on/pull-off where the note instantaneously changes pitch, or changing to a wave instrument whose subpattern contains a release phase without changing the wave.
