Executing `noproxy` checks_ip which hangs due to no internet

When I execute a noproxy it tries to check_ip which hangs due to my system not being able to reach internet to see what it's IP is. Which is expected due to needing a proxy to reach internet.

Ideally we should have an option to ask if we want to do check_ip or not before enabling or disabling proxy.

I agree! For me it happens on the IPv6 check.
