Permission-based access system on storages

Idea

Add a permission-based access (like claimed chunks in modded Minecraft modpacks). This way, only allowed players can interact with our storage/bases/vehicles/tools/...

Maybe add it through modding when the game and the modding support will be stable enough. I know there are a lot that need to be done first.
