'Update section on titles with "Don't write titles as questions" except in FAQ'

I don't know that there is any formal rule about this but rather general consensus among editors and IDs not to write titles as questions except in FAQs and similar.

E.g., these could all be rewritten as statements: What is Ansible? How do I set up a firewall? How does SELinux work?

It makes sense to use questions in FAQs, of course, and for some KB articles.

Need to develop a couple of paras for this, and some before and after examples.
