Blueleaf Tuber Quest ID 1221 Tubers do not spawn

Tubers do not spawn on Blueleaf Tuber Quest ID 1221. Watch youtube videos dealing with the walk thru and using the crate with holes and the command stick, both do not work as no tubers can be found in the trench.
