No way to modify <GM>Koiter sending gifts every 10 levels?

I have already set that as disabled but still gift giving continues?

Also, the listed gifts per level are different to what actually is given via the mail. I am being sent a letter with a package - from memory it is Landro's Gift Box or something like that.

EDIT: It's a Level X Gift Box and inside is usually Landro's Giftbox. The buffs listed in the congratsonlevel.conf are not applied, nor the gold given.

I've never had an issue with these, but I'll take a loot at it when I get some time.
