[FR]: Add ability to opt-in/out of upload speed limit being reset when min seed time not met

Is your feature request related to a problem? Please elaborate.

In https://github.com/StuffAnThings/qbit_manage/issues/804 (which led to https://github.com/StuffAnThings/qbit_manage/commit/6de670605ffd47e58d45243d25db593b718cea25), the min seed time not being met now removes any set upload speed limit.

Describe the solution you'd like

It would be great if this change was opt-in (or opt-out, but behavior changes like this I would think should really should be opt-in to avoid breaking existing workflows) instead. I relied on setting the upload speed limit for certain trackers to avoid exceeding seedbox bandwidth limits and now the speed limit is unset until the minimum seed time is reached.

Describe alternatives you've considered

Global upload speed limit won't work since it will just get removed. Unfortunately I need to have the min seed time at 1 hour across the board to avoid cross-seed double injection issues, so lowering it isn't an option.

Who will this benefit?

Anyone that needs an upload speed limit for certain trackers that are bandwidth hungry.
