Mapping multiple buttons to one instead requires all buttons be pressed at once

Here I am trying to make it so X OR Y OR R on the GCC = X (Xinput) but it instead makes it so X/Y/R must be pressed simultaneously to register the one button. I couldn't find anything on any of the help pages saying that this was intentional.
