Delfinovin UI not opening

Delfinovin (3.0.0.0) UI not loading

.NET is installed as are all other prerequisites

program loads, uses 1%cpu for 3 seconds, then 0,1mb disk, but no UI to show for it. then it dies down to 0%CPU and 0 disk.
