Delfinovin.exe 3.0.0 not opening popup screen

I have made sure all files are downloaded. Have Zadig, Windows runtime, and ViGEmBus are all installed. 2.0.0 opens just fine, but 3.0.0 is only open according to task manager. Nothing in the taskbar or on screen.
