A work in progress branch for Ubuntu 18.04 migration.

@alimakki I realize you submitted this quite a while ago :|. Do you remember any outstanding issues or things that didn't work quite right etc, when you first pushed this WIP ?

@CorbanR If I recall correctly I haven't really tested tinyproxy on the new branch.

In half a year, we'll need to bump this to 20.04 to keep up with the latest LTS release

4 years has passed since the release of ubuntu 16.04 and in 1 year its end of life will be reached. Now that version 20.04 is also released, it might be a good time to decide about the fate of this PR and probably support 20.04.
