Describe large PR preferences in CONTRIBUTING.md

Related to https://github.com/StreisandEffect/discussions/issues/98 we should describe how we prefer the process of new feature implementation / larger PR submission be done.

We should touch on:

  • reaching out initially on an existing issue or a new issue for the work
  • submitting the PR & flagging for reviews
  • some of the criteria we use evaluating PRs (especially feature PRs).
