Bug: Text cursor in the console is tied to host_timescale speed

Describe the bug

The speed of the text cursor while typing in console is affected by host_timescale making it lag behind while typing: https://github.com/StrataSource/Engine/assets/16567080/e65ef4c5-33ff-472f-aa08-af49fe10442c

This is in Panorama BTW

To Reproduce

Set host_timescale below 1 Type in console
