Merge subtitles/closedcaptions and cheaptitles systems together

Describe your enhancement suggestion in more detail

The cheaptitles system in its current state is rather wonky and only supports up to one subtitle at once. It'd be a better idea to have its more advanced functionalities (like playing SRT caption files and video playback support) merged into the main Source engine CC/subtitles system.
