Bug: Useless error when steam isn't open and game is run via hammer

Describe the bug

When you try to compile and run a map, after the game command, it will give a useless error code

To Reproduce

1. Compile a map with a game command, and steam closed
2. See Process returned 3221225477, exiting

Expected Behavior

It should give an error that explains that steam needs to be running
