Bug: Panorama console spawns a duplicate on refresh

Describe the bug

When you have panorama mode enabled and you refresh the UI with the console open, the console will spawn a duplicate. This console is functionally the same as always and can even accept input. This can even spawn multiple others too

To Reproduce

1. Launch in panorama with debugging
2. Open the console
3. press f8
4. See 2 consoles

Expected Behavior

Only one console should exist
