Filed as an enhancement as this behavior is consistent with standard Source titles and would technically not be a bug itself.

When audio configuration settings are changed (such as Speaker Configuration or Active Audio Device), all currently playing sounds are stopped. Not sure if it would be possible, but having sounds continue instead of being completely lost when this happens would be a nice quality change.
