Add support animated VTF's in Panorama UI system, currently it only supports non-animated VTF's, and when you add an animated VTF, it's just shows a static frame of the VTF, i know that Panorama support's webm(that is better than animated vtf's) but for more consistency and support for original P2 things it's cool to add
